cybercrime bill makes the headlines (again!)

It was around 2003 that the then ITECC (Information Technology and eCommerce Council) - the forerunner of today's CICT (Commission on Information and Communications Technology) introduced the bill to the lower house under then Science and Technology chairman Rep. Rodolfo Bacani. Prior to that there were like five other bills from other congressmen and senators that were mainly localized versions of the Computer Fraud and Abuse Act of the US.
